If the user happenes to be in the vicinity of clouds, then they could actually send chakra, energy upwards (resist gravity) and successfully this could give the particles in the clouds energy to initiate a lightning storm. The enormity of the storm depends on how much chakra the user sends.

With very little physical strength, all that taijutsu training was useless even with her insurmountable speed. It was a good thing that a Rain Jounin noticed Amara's agility at the spritely age of a fifteen year old Genin.
"You want to be strong?"
"What use is that if I gots dead arms? Don't take pity on me, I know am pathetic," she said curtly, not in the mood to be polite or even bother to look at him.
"Your first lesson begins now. Courtesy is the first tenet of this fighting style that I will teach you. If you cannot manage courtesy, young girl- then you will fail in the next four."
Amara finally turned to him, her thick lips pouting as she eyed him suspiciously. "Why're you helping me?"
His eyes crinkled with warmth. "Because you're a ninja like me, and we're both wearing Ame headbands- that should be enough to help."
Amara was surprised at this answer, truly not expecting it and her jaw dropped. His expression went from warm to stern.
"Close your mouth and show some courtesy to your Sensei!"
"Hai, Sensei!" she replied, and would have saluted but bowed instead.
The second lesson was not even physical either, and she was growing tired-- but she was alright with the second lesson of Integrity. The second tenet was complete and they had to move to the third-- where training began.
Perseverance. Which she managed as well through the brutal training regime he provided. Flying kicks, hook kicks, swinging kicks that flew from high to low as well as the punches with the arms held as straight as a vertical katana.
He almost gave up on her when she used her new moves and broke the fourth tenet.
"Self control is extremely important inside the Do-Jang, whether conducting oneself in free sparring or in one's personal affairs. A loss of self control in free sparring can prove disastrous to both student and opponent. An inability to live and work within one's capability or sphere is also a lack of self control."
Amara nodded and said she understood but didn't really. A kid was picking on her brother for being short-- she easily swung her leg up to his shoulder, bent the foot and smashed his head. He was hospitalised.
He was beyond angry, the man was livid!
"I go out of my way to teach you, girl- but you do not understand! You will remain a pathetic, failure of a ninja!" He kept saying as he drenched her with cold water and beat her. Discipline was a rule that was supposed to be known by everyone! She lacked this and he was only too keen to teach her.
Amara learned humility.
He continued teaching her, but Amara noticed that he had mention five tenets-- she'd only learned four... courtesy, integrity, perseverance and self Control. So where was the fifth one?
"I cannot teach you the fifth tenet... you will have to learn it by yourself, it is not a thing that can be taught."
"Why?"
He left her question unanswered and told her to keep her legs straight and improve that spinning kick which would make a dog laugh. She liked the style and understood why he had taught her, unlike the other Tekken style [Iron fist], this did not require on physical strength but on speed- the speed gave the power. This style appealed to her with its fast, high and spinning kicks
He went onto teach her KeupSoh [Vital Points] on the body, increasing her awareness that some areas were more affected by blows than the others and when you attacked these points with power.
"A vital point is a part of the body that, when attacked in the right way (force, angle, accuracy), can cause paralysis, unconsciousness or even death. Attacks to nerves can lead to nausea, headaches paralysis, or death. The human body has approximately 280 vital points."
She trained in them, in forms of learning a fighting style that she didn't even know the name of- and finally, after two years under his brutal instruction, he suggested she try for the Chuunin Exam once more. She would be surprised. And surprised, she was! She got through with taijutsu techniques and her natural speed helped her knock people out faster than they could form seals.
When she twirled in her Chuunin flak jacket, the Jounin smiled and told her he was proud as well as what she'd been learning.
"Congratulations, you have learned the fifth tenet of Taekwondo, the art or way of kicking and punching. The fifth tenet was indomitable spirit-- even against all those odds, you managed to defeat your opponents."
Amara understood that day why the fifth tenet could never be taught, but must be learned and thanked him.
Personality:
Amara was always known as 'The Lump' in her academy days- which caused her sufficient anguish in her earlier years, but later on, she became accustomed to the title and simply ignored it. She was always known as a slow thinker, weak child and terribly stupid. However, her demonic speed gave her an advantage over her peers-- sometimes. Because what use is demonic speed when your opponent can simply knock you out quickly because your moves are too obvious?
But she is a hard worker (though nobody can ever match Lee's level) and continues to tidy up her sloppy taijutsu, her poor ninjutsu and her non-existent genjutsu techniques.
Amara does not tolerate any sort of criticism, and can be very stubborn when she believes she is in the right. She is tactless, and blunt- a little too straightforward sometimes and lacks what people say 'good manners'. She thinks that she is good for being an honest individual.
This kunoichi is very capable and hardworking, but the flip side of this particular coin is a tendency to be moody, gloomy and quite often, not to put too fine a point on it, dull. But in her better moments, she can be very gentle and kind, as well as empathetic on several grounds.
She has a thirst though, for adventure and is always thrilled to recieve a new mission-- no matter if it's fixing leaking roofs.
Dislikes: The Rokubi (Raiju) nagging her to kill. Having to sing or dance. Herbal tea. Raiju sleeping in her navel all the time.
Likes: Raiju when he is being considerate. Sweet tea. Listening to good stories.
Looks :
Long, thin dark hair that she ties up but some bangs stick out. She doesn't have very nice clothes to wear because the doctor may be doing a prestigious job, but he isn't loaded and can't afford new clothes when she tears them.
Perhaps she even likes her 'rough 'round the edges' look.
When she was fifteen, she was as tall as a bean pole- and according to many girls, they all agreed that they had seen a bendier ruler than her. Well, luckily for her- she managed to turn into an adult by the time she was a chuunin.

It was not unusual to see the scruffy-looking girl, usually smudged with dirt here and there and a tear in her clothes, to be talking to herself, making wild hand guestures. It was even easier to discern what she was talking about even if you could not hear or understand- that expression with drooping shoulders, a tinier mouth than usual and sweaty palms was a huge giveaway. Apparently, she'd failed another mission.
If someone could see the demon that resided within the girl, a mushroom cloud was just passing from his mouth in exasperation. He'd even told her how to dress, how to walk, which way to talk to the heir-to-be and not to use her normal street slang that she always used. How else could she even think about fooling the guests of his ceremony that she was not a guard but a normal guest. Eventually, his relatives and guests found out and were shocked to find his father had hired a ninja to guard the heir-to-be ("Ohji-Sama, do you not trust us?") and then, everything that could have gone wrong, went wrong.
So, here she was, pacing in front of the Kazekage mansion, trying to build up her confidence to report her recent failure to him.
Amara loved doing missions, really- but... she could never acquire the skills of deception that many others had.
"Ah mean... I even bowed right an'..."
"You didn't speak in the correct manner and the way you marched gave you away. And normal guests don't have shifty eyes, you were acting like a ninja- not natural at a ceremony." Shiatsu informed her, wondering why he even bothered to point out something he'd done earlier and she'd still managed to get it wrong.
He knew she was better at hiding, movement, than acting.
"But... ah really wanna rise from the ashes, like y'know them birds?" She declared, flapping her arms about as if the Nibi would not know what a bird looked like. She was depressed again. "Ah really try and stuff, but it's always nevah went me way..."
The two-tailed demon didn't bother answering. If only she'd listen and learn from her failures, then maybe she could avoid them- then, she didn't have to sit cross-legged in front of the Kazekage Mansion like some beggar woman.
